No. XDC was created by XinFin Fintech Pte. Ltd. (Singapore, 2017) and launched its mainnet on 1 June 2019. The XRP Ledger was built in 2011–2012 by Jed McCaleb, Arthur Britto and David Schwartz, and Ripple was formed in 2012. They share no founders, and no partnership, bridge or shared standard between them appears in XDC's MiCA white paper or on xrpl.org.
Both are marketed for cross-border payments and finance, and both are often listed among the so-called "ISO 20022 coins". That is a market label, not a technical link between the two networks.
No coin can be. The ISO 20022 Registration Authority states that cryptocurrencies "are not managed and not registered by ISO 20022" and that there is no official certification for the standard (iso20022.org FAQ). What is true: Ripple, the company, is a member of the standard's Registration Management Group, and XDC publishes documentation for mapping ISO 20022 messages to XDC transactions.
